Those reserved for a disabled person are marked with the wheelchair symbol but are generally only available at places such as supermarkets,  shopping areas, hospitals.

Your parking permit can not be used in Paraguay.

There are no parking concessions given to disabled people when parking on a road.

There are no parking concessions given to disabled people when parking in a car park.
